TO: ALL NYTEST INSPECTION STATIONS

FROM: NYS DEPT. OF MOTOR VEHICLES

SUBJECT: NYTEST Program Status



It has come to our attention that there may be some confusion regarding the future of the NYTEST Program. This message is to clarify that issue. The NYTEST Program is scheduled to continue at least until April 2008. All indications are that there is a continuing need for NYTEST testing beyond that date.


The Department of Motor Vehicles and The Department of Environmental Conservation have been discussing alternatives for the future of the NYTEST Program after April 2008 with all industry groups through the Downstate Emissions Advisory Board. The Service Station Dealers of Greater New York in conjunction with the Long Island Gasoline Retailers Association (LIGRA), the NYS Association of Service Stations and Repair Shops, and the Gasoline & Automotive Service Dealers Association (GASDA) have proposed a concept called a “shared service agreement” that DMV and DEC have agreed to explore. The Greater New York Automobile Dealers Association (GNYADA) had advanced a similar proposal and was asked if they would be interested in continued participation in further discussions on the topic.


The concept of a shared service agreement would allow a station to contract with another station to perform the NYTEST for them. We are in the very early stages of these discussions, and many issues need to reviewed and resolved. We are hopeful and optimistic that they can be resolved. However, it is important to note that no agreements or final decisions have been made that will allow any stations to drop their NYTEST equipment and still remain inspection stations.


Please be assured when any changes to the NYTEST Program occur, they will be communicated to you officially via a NYVIP message from the Department of Motor Vehicles. At this time, it is essential that all stations maintain fully operational NYTEST equipment. DEC and DMV audits will continue to assure compliance with this requirement.


These are messages sent by NYS DMV to the inspection stations via the emissions analyzer units. They frequently contain important information, usage tips, or announcements of system changes.
