PER-CALL CONNECTION FEE
We understand
you may have questions as to the status of charges you have incurred
since December 1, 2007. This message is to inform you of the
status of the per-call connection fee. Under contract with
the New York State Department of Motor Vehicles (NYSDMV), SGS Testcom
Inc. is the provider of NYVIP equipment and information management
for the New York Vehicle Inspection Program (NYVIP). Your
inspection station has a contract with SGS Testcom for those
services.
The connection
fee is for each phone call your NYVIP unit makes for an inspection.
Safety inspections, including Heavy Duty, Trailer and
Motorcycle inspections make one phone call. Low Enhanced and
OBD II emissions inspections make two calls per inspection.
By contract, the
per-call connection fee may be adjusted every year effective
December 1st. The contract calls for a potential
adjustment of the base fee of $.365 based on the volume of calls that
had been made to SGS Testcom during the prior year. For the fee
year beginning December 1, 2007, there is a dispute regarding
interpretation of the contract and therefore the fee has not yet
been established.
Please note that
in no event will the new fee be greater than the base fee of $.365
per call during this contract year (December 2007- November 2008.)
When the fee is
established, SGS Testcom will be sending separate invoices for each
month of service. These bills will be due 30 days from the date
on the invoice. In the mean time, we advise that you
review past invoices and be prepared to pay the invoices when
received. Stations may wish to put the expected payments aside or in
their own special account, so they can be assured to have the money
available when they are due. It will be important to pay
each invoice in a timely manner. If you have questions, you may call

These are messages sent by NYS DMV to the
inspection stations via the emissions analyzer units. They frequently contain important
information, usage tips, or announcements of system changes.
