Safety-Only Sticker Problem


NYS DMV has noted an increase in consumer and station complaints regarding 2006 Safety (Only) inspection stickers (form number VS 1082) that are either shrinking or are not staying affixed to the windshield. The sticker manufacturer has been notified, and we plan to work closely with them to assure that this is not repeated in the future. It is possible that this problem will continue until December 2006, when the existing stock of stickers will all have expired.


In the event the sticker is still available, DMV recommends that stations reaffix the sticker to the vehicle with some transparent tape or adhesive . In the event the sticker is no longer available, then the station can elect to either perform another inspection and issue an additional sticker, or advise the motorist about the following sticker replacement procedures (see also Commissioner Regulations Part 79.11.c).


The vehicle owner may obtain a replacement certificate by submitting (in writing):

1) a statement as to why a replacement certificate is necessary; and
2) although a check for $2.00 made out to the Commissioner of Motor Vehicles; is the usual protocol, in this instance, DMV will waive the fee for motorists who report that their 2006 Safety sticker has fallen off, and
3) if available, the remains of the original inspection certificate showing the date of expiration, the sticker serial number and the mileage, OR the vehicle inspection receipt, OR verification from the inspection station that issued the original certificate, consisting of a statement on the station's letterhead indicating the original certificate serial number, vehicle description, plate number, date issued and mileage at the time of inspection. The inspection station may charge a fee not exceeding $2.00 for providing this verification.

The written requests for a replacement certificate, including the material noted above, should be mailed to Consumer and Facility Services Bureau, P.O. Box 2700, ESP, Albany, New York 12220-0700.


If the motorist includes a check anyway, this payment would be returned if the sticker were defective.
