Under contract with the New York Department of Motor Vehicles (NYSDMV),
SGS Testcom Inc. is the provider of the NYVIP equipment and information
management for the New York Vehicle Inspection Program (NYVIP). You have
an Enrollment Agreement with SGS Testcom for such services.
The purpose of this letter is to provide notice that as of
December 1, 2005, the "connection fee" will remain the same
at $0.365. This connection fee is for each phone call your NYVIP unit
makes during inspection. Safety inspections, including Heavy Duty
and Trailer inspections make one phone call, and emissions inspections,
including OBD II and Low Enhanced inspections make two calls per inspection.

These are messages sent by NYS DMV to the
inspection stations via the emissions analyzer units. They frequently contain important
information, usage tips, or announcements of system changes.
