Testcom selected for NYVIP
Through a “best value” competitive
procurement involving 6 bidders, the New York State Department
of Motor Vehicles (DMV), in concert with the New York State Department
of Environmental Conservation, selected SGS Testcom Inc. to implement
the State’s new state-of-the-art motor vehicle inspection
program.
NYVIP will begin inspections in mid-2004, and
by early 2005, will serve 10 million vehicles per year Statewide
being inspected by 59,000 technicians in 11,500 inspection stations.
The contract will run for seven years from the start date of inspections,
with DMV having the option for two 1-year renewals.

The SGS Testcom contract with DMV provides
for a wide range of NYVIP support services. Some of the most important
are:
- Development and delivery of the NYVIP Units
to be deployed in inspection stations,
- Development and operation of the information
management system (the NYVIP telecom network),
- Training and re-certification of 59,000
licensed inspectors through computer based training and an OBD
certification exam in the NYVIP unit,
- Maintenance of all NYVIP Units, and optional
equipment upgrades, for the term of the contract,
- Maintenance of this multipurpose Website
for inspection station personnel,
- Operation of a Help Desk to assist station
personnel in use of all elements of the NYVIP System, and
- Implementation of a public education
campaign.
Our team members…
SGS Testcom has selected “best
of breed” team members for the NYVIP. They include IBM
as the integrator and assembler of the NYVIP Unit components
specified by SGS Testcom. IBM will deliver complete NYVIP Units
to stations and provide ongoing maintenance of the NYVIP Units
for seven years. SGS Testcom will use AT&T for the data and
voice telecommunications network.
